If you drive Cortez Boulevard between the Suncoast Parkway ramps and Anderson Snow Road, you’ve watched the dirt move. New pads, cleared lots, survey stakes, and the same question every Spring Hill neighbor keeps asking each other in the Publix parking lot: what’s going in there? Some of what you’ve heard is real and approved. Some of it is a screenshot passed around Facebook that nobody has traced to a site plan. Below is the honest split, plus the road project that determines when any of it actually opens.
The corridor as it stands today
Start with what’s already anchoring this stretch, because the new construction is being built to feed off it. Barclay Crossing Shopping Center at 14391 Spring Hill Drive is the center of gravity, with the Publix that opened back in 1997 right at the Suncoast Parkway on and off ramps. Around it you’ve got the Walmart Neighborhood Market that came in 2016, a Target, and a Kohl’s. That’s the existing retail spine.
The demand math is straightforward. Cortez Boulevard through here moves tens of thousands of vehicles a day, a six-lane commuter route zoned MPUD for office, medical, retail, and mixed use. And just up the road, Oak Hill Hospital finished a roughly $100 million expansion and now employs an estimated 1,500 to 2,000 people. That’s a lot of shift workers looking for lunch, coffee, and somewhere to shop on the way home. Retailers read those numbers the same way you do.
Confirmed: the road is the real story
The single most concrete project on this corridor is not a restaurant. It’s Barclay Avenue.
Barclay is being widened from two lanes to four, running from Powell Road north up to SR 50 / Cortez Boulevard. The total price tag cited is around $40 million. The confirmed government shares:
- Hernando County: $5 million by July 2028 for right-of-way, plus another $5 million by July 2030 for construction
- Pasco County: $5 million by July 2028, plus $5 million by July 2030
- FDOT: $10 million
In spring 2026, Hernando commissioners approved a design contract with Ayres Associates for the Powell Road to Lucky Lane segment. Design comes first, then right-of-way acquisition, then construction. With the county’s right-of-way money not due until July 2028 and construction dollars not due until July 2030, this is a multi-year build, not a next-summer ribbon-cutting.
Here’s the part worth planning around: the widening and the retail buildout are happening on the same corridor at the same time. Expect the traffic to get worse before it gets better. New stores generate trips before the wider road exists to carry them, and road construction itself pinches lanes. If you commute this stretch, the friction is coming.
Housing is stacking up too
The retail interest isn’t happening in a vacuum. Back in July 2022, the County Commission approved a master plan and rezoning that allows up to 462 residential units, plus commercial sites, in the Barclay and Anderson Snow corridor. That’s the “what’s replacing the empty lots near Anderson Snow Road” answer a lot of neighbors are looking for: approved rooftops.
Rooftops drive retail. But they also drive cars, and those cars arrive before Barclay Avenue is four lanes wide. That’s the core tension of this whole corridor right now: everything is being permitted to grow at once, and the road that’s supposed to handle it is the slowest-moving piece.
Rumored: names circulating locally, not yet verified
Several names get passed around Spring Hill social feeds, most traceable to local posts (the @discoverspringhill TikTok and Facebook account is a common origin) rather than to any county filing or site plan. No one has matched this list against actual permits, so treat every name here as unverified until a filing ties it to a specific address:
- Outback Steakhouse: floated as a possible location
- Dutch Bros Coffee: named among the rumored tenants
- Mission BBQ: named among the rumored tenants
- Rooms To Go: named among the rumored tenants
- Olive Garden: mentioned as a “maybe,” even within the rumor
- A fitness/gym tenant, specific brand not named
None of these has a confirmed site plan, permit, or opening date. Naming a tenant in a comment section is not the same as a signed lease.
And the big one: Costco. The Costco talk has been circulating with real energy, and it has zero sourcing behind it. No public site plan, no permit, no confirmation. If Costco were locking in a Spring Hill warehouse, that’s a large-format store requiring substantial site work that would show up in county records well ahead of any announcement. Until it does, “Costco is coming to Spring Hill” is a hope, not a fact.
How to actually track this yourself
You don’t have to wait for anyone to tell you what’s real. The corridor leaves a paper trail:
- Watch for site plan and permit filings tied to the Cortez Boulevard and Barclay Avenue addresses through Hernando County’s development review process. A named tenant with a filed plan is a real answer.
- Follow the Barclay Avenue design milestones with Ayres Associates. Once the Powell Road to Lucky Lane design firms up, the construction timeline gets sharper.
- Match the rooftops to the retail. As the 462-unit approval builds out, expect retailer interest to intensify, and expect traffic pressure to lead the road fix, not follow it.
